RAS-Cargo/REST method

Significant changes for security checks of air cargo shipments by the French Civil Aviation Authority as of April 1.

The French Civil Aviation Authority (DGAC) has announced significant changes to the security checks of air freight shipments that will take effect from April 1, 2024. Shipments containing liquids, powders, granules or similar bulk goods in containers over 25 liters are particularly affected.

New RAS Cargo/REST procedure guidelines

According to the new guidelines, the previous practice of security checks using the RAS-Cargo or REST method is no longer permitted for such consignments. Although the RAS/EDD method remains in force, the new restrictions lead to considerable limitations in the air freight shipment of such goods.

Important points that German shippers must observe include the restriction of the capacity of each container to a maximum of 25 liters. This applies regardless of the nature of the container or the material from which it is made. In addition, all containers that fall under this regulation must be clearly identifiable when packed on pallets and could be subject to an individual X-ray inspection. The DGAC has also announced that if there are suspicions or ambiguities in the documentation, a more detailed inspection of the freight will be required.

Temporary exemption

For shippers affected by these regulations, there is a temporary but limited exemption until September 30, 2024. This exemption must be requested individually from the French Ministry of Transport – the application and questionnaire must be sent to the DGAC by e-mail by April 1, 2024 at the latest (dsac-surete-fret-bf@aviation-civile.gouv.fr).

Known consignor

It is also possible to apply for “known consignor” status from the German Federal Aviation Office (LBA) in order to avoid certain restrictions. However, consignors should note that the certification process can take at least three months.

For companies that already have the status of “Known Consignor”, it is important to be aware of the possible consequences if this status is temporarily suspended or if there are thoughts of giving it up.
